MAJOR FUNCTION:
The Director of HR will focus on design, execution and evaluation of organizational-wide leadership and organizational development programs and initiatives. Provides a wide range of consultative services to executives and senior leadership in the areas of leadership development, change management, employee engagement and learning to drive and enable a high performance, high growth culture. The Director of HR is responsible for driving a culture of Joy In The Workplace. Works collaboratively with all levels of HJAHC leadership to ensure performance management systems that inform and support each other and lead to the continuous improvement of organizational and individual performance. The Director of HR will also work on special projects as assigned by the CEO. Leads the development, implementation and oversight of various human resources functions, policies and programs, including the organization’s wellness program, payroll, benefits (including 401K plans), wage and salary administration, regulatory reporting, labor relations, training, recruitment, on-boarding, retention and incentive plans; and, performs related duties including, but not limited to:
 
ESSENTIAL FUNCTIONS:
• Develops, implements and manages all elements of Human Resources and Administration
• Responsible to develop policies and procedures to support the organizations mission & vision and to meet all regulatory requirements.
• Key member of the Safety Committee to ensure overall employee health and safety.
• Ensures organizational conformation with applicable HR related reporting requirements, regulations and statutes as well as HR organizational procedures and policies.
• Identifies, evaluates, and resolves human relations and employee concerns, along with work performance and organizational productivity concerns.
• Develop and spearhead the HJAHC Community Volunteer Corp.
• Ensures organizational performance reviews are conducted, and monitors employee productivity, and performance outcomes.
• Works with temporary employment agencies for administrative and clinical locums, and conducts activities, including social media, to recruit and on-board quality employees for each department; works closely with management regarding succession planning based on organizational vision & strategy.
• Oversees the smooth administration of the human resource time and attendance, benefits, and payroll systems, and provides staff and directors with essential reporting tools to help manage employee resources. Maintains company organization charts and employee directory.
• Develops training strategy that meets the organization’s goals and requirements; Coordinates organizational training, including orientation and in-service programs.
• Assists in the development, implementation and updating of salary structure guidelines along with periodic reviews of organization’s compensation program. In partnership with department leaders, ensures job descriptions are reviewed and updated annually.
• Works closely with the Chief Medical Officers on the Process Transformation Committee.
• Works closely with the COO in all Union negotiations and implementation of policies and procedures; ensures all Union Grievance and other matters related to the Union are handled in a timely manner.
• Prepares budgetary recommendations that meet departmental goals and provide for effective management of resources.
• Responsible to develop and regularly update a recruitment and retention strategy.
• Responsible for developing and managing an Organizational Wellness Strategy.
• Conduct needs assessments to determine measures required to enhance employee job performance and overall company performance.
• Responsible to implement programs and initiatives to support a culture of Joy In The Workplace to support the organizations overall best people, best workplace strategy.
• Recommends and implements a broad range of organization development services for all levels of employees regarding talent development, succession planning, career paths, performance reviews and leadership development.
• Works closely with the Quality Assurance department to ensure the development of clinical and operational benchmarks that drive organizational performance and success.
• Manages the individual development planning process for executives and emerging leaders.
• Provides expertise and consultation to leaders by developing innovative and forward thinking programs and tools that facilitate professional development and talent processes to foster a culture of continuous learning, and optimize organizational performance.
• Recommends and implements philosophy, strategy, process and training for annual performance management cycle.
 
ADDITIONAL RESPONSIBILITIES:
• Sets up and maintains general control methods, records and files as required for effective personnel functions.
• Participates in other assigned duties as designated by the Chief Operating Officer.
 
EDUCATION:
• Bachelor's degree in Human Resources Management, Organizational Development or related field, from an accredited college or university. Master’s Degree preferred. SHRM certification highly preferred.
 
PREREQUISITES FOR THE JOB:
• Experienced professional with five years in a senior administrative HR role with departmental supervisory experience and experience with Change Management and Organizational Development initiatives.
• Working knowledge of the principles and practices of Human Resources administration
• Must be proficient with applicable laws/regulations including but not limited to EEO, IRS and other state and federal regulatory reporting requirements
• Specialized training in employment law, compensation, organizational planning and development, employee labor relations and training preferred.
• Computer literacy and proficiency
• Experience in healthcare Human Resources a plus
